Abstract

The topicality of studying the issue of training prosecutors working with the functional of
Unified Register of Pre-Trial Investigations (here in after referred to as URPI, Register) is
stipulated by the requirements of the law on the mandatory use of this electronic system. The aim
of the study is to develop a concept for training prosecutors to work with the functional of URPI.
In the course of the study the following methods were used: dialectic, sociological, comparative,
collaborating (inclusive) observation, analogy, analysis, synthesis, generalization, simulation
modeling. The empirical basis of this work is the generalized results of the survey of 187
prosecutors of public prosecutor’s offices, personal experience of the author: during the work in
General Prosecutor's Office of Ukraine – during the introduction of URPI, and National
Prosecution Academy of Ukraine – during the advanced trainings of prosecutors. It is determined
that the content of training with the functional of URPI needs to be improved and it must be most
effectively organized in the form of situational tasks – case study and in the form of interactive
education. Lecturers (experts, etc.) are encouraged to be maximally provided with electronic
software by eliminating inefficient and uncharacteristic functions, such as checking test tasks
(implementing a computer-generated evaluation), making rating, sending materials, controlling the
timing of tasks performance, etc. The article clarifies the relevance of supplementing the Register's
functional with Program-simulator (developing skills to work with URPI) and the Program of
assessment of the acquired material. According to the results of the study, the application of
computer-generated evaluation is proposed. The author suggests expanding the functional of the
Register with the formation of three integrated subsystems "Education" – "Personnel" –
"Coordination of intradepartmental work". The suggested concept of training to work with the
functional of URPI correlates with the basic principles of organization of advanced professional
trainings of prosecutors.
