Abstract

The article discusses the problem of developing new generation educational programs that are
designed to take into account the trends of European education, the current requirements of
domestic employers, and to ensure the necessary quality of higher education. The development and
implementation of such programs have become not only a necessity today, but has also provided,
with significant rights being granted to Ukrainian higher education institutions in this matter, the
opportunity to adapt a creative approach to the formation of the content of education and to reflect
their specificity and experience in training future specialists.
Basing on the theory of the content of education devised by V. S. Ledniov, which was further
developed in the scientific works of O. E. Kovalenko and N. O. Briukhanova, and on the analysis
of the fundamental documents of the European Higher Education Area and works of domestic
scientists, which summarized the international and Ukrainian experience with creating modern
educational programs, an approach has been developed to determine the content and purpose of
education as well as the means and methods of analyzing the achievement of this goal. The stages
of formation of the main components of the educational program are defined, features of each of
these stages are considered, namely the definition of professional purpose and terms of use of the
future specialist in the industry, compilation of a list of program competences of the specialist and
components of the educational program, determination of learning outcomes that can provide
objective diagnosis of the level of the formation of program competences.
Further studies of this issue provide for an experimental check and assessment of the level of
quality of training specialists at Ukrainian Engineering Pedagogical Academy according to the
educational programs developed with regard to the suggested approach.
